Abstract

The transfer of capacities in organizations is fundamental to the achievement of certain purposes and the optimization of organizational competitiveness, project management allows the application of knowledge and skills, to the activities of the project to meet the objectives of the project. For the Communal Action Boards it is associated with culture and the need to adapt best practices to the needs of the context to meet its missionary objectives. The community action board is a non-profit organization voluntarily integrated by residents of a place, its objective is to join efforts and resources to ensure a comprehensive development of a neighborhood, sidewalk or commune, also falls upon them, the task of managing projects for the development of their communities and being related to the Public Administration. The objective of this research is to design a methodology of transfer of human capital capacities for the project management of Sogamoso Community Action Boards (Boyacá), through the use of applied research a survey was applied to the 139 JAC presidents who make up the total population or target population, supported by the review and interpretation of literature of the knowledge bodies of PMBOK and ICB 4 and the SECI knowledge management model. The above developed a methodology that could be transferable to dignitaries, with the aim of improving the management of such interventions.
